Whoever decorated this delft plate (somewhere in Great Britain) was obviously enamored with the beautiful shell-edged wares that were being manufactured at the time in creamware. As tin-glazed wares probably wouldn't take too well to a mold, why not just paint the edge on?

This plate has charming and naive chinoiserie decoration in the center, and is in good condition with only the usual chips to the rim that one almost always finds on tin glazed pottery.
